Kansas City Regional Center

I wonder if it is a coincidence that my son was taken off of the wait list at the Regional Center.  His plan for last year was also removed from the computer.  Kind of odd.  He's been on the list since 2006 and now he is not on there.  A little fishy?

Emails Received After 2008

The meeting for the pool never happened.  This was just another one of his broken promises. 
Her false attacks against me, Lee's Summit R-7 Schools, DESE and now my House colleagues contain many commonalities. She consistently misunderstands the facts and misrepresents the truth and timelines. That is why I stopped communicating with her in 2008. Anytime, she would post a false claim and I would write to communicate the truth, she would post my e-mail to her and contend I was lying. Therefore, I do not communicate with her any longer. You cannot have rational conversations in a stream of irrational and false attacks and misrepresentations.

I had not asked to attend the hayride. Pastor Jim Winings had suggested it. We have worked together much serving constituents and those in need. While I appreciate your offer to attend the hayride, I think it better for your event if I do not attend.

Given the many false assumptions and untruthful, libelous and slanderous claims you have publicly cirulated about me, my family, non profit work and public service on behalf of individuals with disabilities--even after I have explained to you the truth--I think some attending the hayride would be uncomfortable with my presence. As such, I would not want that to be an unecessary distraction to the success of the event.

While I regularly participate in many disabilities related events and enjoy mutually respective working relationships with many autism and disabilities related advocates in our area and statewide who appreciate my work on behalf of those with disabilities--especially autism--you and I no longer share such common ground, which I reget.

That is unfortunate and I would be more than willing to resume a positive working relationship with you if you would simply acknowledge your misunderstandings about me, my family and work you have published and stop perpetuating such falsehoods via private and public conversations and the internet.

As I told you many times when I repeatedly met with you and Debbie and your group in 2006 and 2007, I would encourage you to be peaceful, proactive and positive in your approach versus being hostile, antagonistic and combative toward the Lee's Summit R-7 School District, DESE and others, including myself.

Your negative approach has unecessarily alienated you from so many in the autism communities locally, regionally and statewide and has diminished your credibility when you could instead be such a positive force if you would simply change your approach.

Regarding the meeting with the school district regarding special needs programming at the swim and dive center, that meeting and the working group I discussed with R-7 officials regarding special needs programming is pending. They will notify invitees to that meeting.

I met with the school district concerning special needs programming at the swim and dive center because of the excellent constituent input of Betty Sharpe. I would imagine the school district will be in further communications with her as well as others as special needs programming at the swim and dive center develops.

One More Thing

She also implies our children receive free lunches and also tries to imply we are on Medicaid. We are not. We have been privately insured since 2000 after moving back to Missouri with the exception of a nine month window in 2006 after I left a corporate presidency until I was sworn into office.

Her comments misunderstand and misrepresent the truth and what happened and when. The comments after the above in her posting attributed to Representative John Burnett appear to describe a debate and vote in March of 2009, not this year. Sherri has a posting today on her blog that also describes that debate and vote in March of 2009, but her post gives the impression it is covering a current debate and vote today.



The January 20th posting quotes Rep. Burnett as writing, "When the final vote came it split on exact party lines. Every single Republican voted against the children of the State and every single Democrat voted for them." That is a reference to the 2009 vote, not the vote referenced in January, which--as Rep. Ervin wrote--was 111 to 46 with more than 20 Democrats voting with Republicans.


The 2009 vote to which quotes from Rep. Burnett are attributed in the January 20th posting and Sherri's posting today refers did not propose--in truth--to add 20,000 children to the State Children's Health Insurance Program (SCHIP). It actually would not have added one child. It would have actually eliminated minimum premiums that were already being paid by parent(s) whose children were already on SCHIP.


That plan would not have cost just $1.9 million in state general revenue as the blog alleged, but tens of millions. I, like many Republicans, favor adding children who are SCHIP eligible but not enrolled to the program--and tens of thousands have been added in the last year through increased awareness and enrollment efforts.


The welfare expansion of Medicaid covered health care that was proposed last year would have cost upwards of a quarter-billion-dollars for children and adults, which we could not have begun to afford. Our current state general revenue is down 12.7 for the first 8 months of the current fiscal year compared to last year. January revenue was down 22.4% compared to last January. Today, we learned February revenue was down 14.6% compared to last February. The Governor has had to cut nearly $800 million from the current budget for this fiscal year.

Like Lt. Governor Peter Kinder, House Republican leaders are going out of their way to ignore the facts and overstate the projected costs of expanded Medicaid edibility as outlined in the House- and Senate-passed health care reform bills. Today, eight GOP leaders, including Speaker Ron Richard, Floor Leader Steven Tilley and Speaker Pro Tem Bryan Pratt wrote Gov. Jay Nixon and Attorney General Chris Koster to express their disdain for the federal proposals.

Republicans opposing health care reform en masse isn't news -- but the refusal by Missouri GOP leaders to talk about the proposed legislation should be. From a story posted today on the Star's Prime Buzz blog:

Republicans contend that could cost the state an additional $450 million a year, based on estimates released by the state Department of Social Services several months ago. Figures reflecting new iterations of the bills haven't been released, they said.

This is false, and you don't have to take my word for it. As printed in the News-Leader last week:

Kinder's claim that the Medicaid expansion could cost Missouri taxpayers "as high as $450 million per year" is much higher than what Nixon's Department of Social Services claims the House or Senate bills would cost Missouri.

DSS officials estimate the House version of Medicaid expansion would cost the state of Missouri $188 million more each year, while the Senate bill would cost state taxpayers an extra $91 million each year.

The Republican leaders don't appear to be contesting the accuracy of the updated estimates from the Department of Social Services -- they're just pretending they don't exist.

Here's an excerpt from an October story in The Beacon:

Nodler and Icet's letter said that the Department of Social Services estimated that the plan would add around 200,000 people to Missouri's program at a cost to state of between $392 million and $454 million.

Scott Rowson, a spokesman for the Department of Social Services, said the more recently passed Senate Finance Committee version of the bill would cost the state around $91 million.

Rowson said the cost could change depending on how the provision is crafted in the final version of the bill.

No one pretends that expanding health care coverage to more low-income Missourians will be free. But the Lieutenant Governor -- and now House GOP leaders -- are choosing to use outdated estimates from the Department of Social Services they know (or should know) are false.

More Double Talk

He did ask Jolie Justus if he could be on the Blue Ribbon Panel. He wasn't invited to the Bi-State Autism Initiative meeting. He asked me to get him an invitation. I did. He came and sat two seats away from us so that no one would think that he was affiliated with us. He left early and stopped by and spoke to Jolie Justus. After the meeting was over she came up to us and told us that he asked her if he could be on the Blue Ribbon Panel. He also states that he didn't want to be on the Blue Ribbon Panel because he was going to be on the Missouri Autism Commission. The list for the Missouri Autism Commission just came out and he is not on it.

As for the Autism Blue Ribbon Panel, I did not speak to Senator Justus about letting me on the Commission. Senator Gibbons, who leads the Senate told me he had wished he had known of my interest in autism before the apointments because he would have wanted to appoint me. We did discuss having me added to the panel after the appointments, but I instead plan to serve on the Autism Commission as a House member. It would have been difficult for me though to make all their hearings with my interim commitee and service on the Missouri Children's Services Commission of which I am now serving as Chairman.

He made it appear that his invitation to the ball was a big deal. Anyone can go to the ball and no one needs his personal invitation. We went to the Autism Rally, in Jefferson City, and he stopped two feet in front of us to talk to his talking heads. Then he walked right past us and completely ignored us. He met with us in November of 2006. That was almost 2 years ago. We met at Atlanta Bread Company twice. It should have been three times, but he didn't show up for the third visit after requesting the meeting. He met us at the church once. We met at Dairy Queen once after the meeting of the legislators at the district office. When the Governor came to Children's Mercy he ignored us until the governor spoke with us. Then you acknowledged us. We haven't received correspondence from you in six months except for the email thanking me for inviting you to Beauchamps and you were not invited. We asked you not to campaign that night, after finding out that you were coming and that's exactly what you did. You turned the event into your event and acted as though you had put it together or that we had put it together for you.

From the first meeting in November, to you attending the ball, to the other follow up meetings, I have spent more time with your group than any other constituency, y. Our focus January through May is the legislative session and the three autism bills I am working. My legislative work on autism will continue in future sessions as well in addition to serving on the Commission we are creating. I did not even know you were at the Autism rally. I wish you would have come to me. Had I known you were there, I would have been happy to speak to you.

I urgently need your help. To continue my fight for the disabled and their families, I need to raise significant funds for my re-election this year. My ability to influence funding and services for the disabled for years to come is related to how much I can raise for my campaign.


March 31st is an important deadline, as April quarterly reports for campaign financial disclosures will show contributions received through March 31st. Any and all contributions that I can receive by March 31st will greatly help our cause of advocating for the disabled.


My goal is to raise up an army of grassroots supporters by the hundreds and thousands who will stand with me to fight for the disabled and give them a stronger voice in Jefferson City.


My passion driven priorities for the disabled is very innovative and ambitious, but I can't do it without your help. I need an army of grassroots supporters to stand behind my campaign so that I can raise enough funding to assume future chairmanships and leadership in the House.


Contributions of any amount up to and totaling $325 per person in the primary cycle (now through August 5th) and $325 in the general election cycle (8/6 through 11/4). Couples can give up to $650 now in two separate checks for $325. Children 14 and over can do the same.


For those who can't give that much, even $30 is helpful and just $3 can count you among our coalition for the disabled and make a statement as we mobilize an army of supporters to fight and advocate for individuals with disabilities.

Most of his constituents are broke from fighting with the school district that he is in bed with.

Your assumption about my ability to receive campaign funds relating to helping families is misunderstood. I will continue my passion and fight for individuals with disabilities whether I receive contributions from those in the disabilities communities or not. What I was conveying is that the more I receive from the autism and disabilities communities, whether large or small gifts, such as a $5 check I received last week, the more influence I will have for them to effect laws and increase funding for them.


As for the schools, you really need to rethink your assumptions in the interest of those who are in it with you and your ability to influence the schools positively for children with autism and special needs. You write I can't have a strong relationship with the schools and help you. Actually, I can and do. I have a strong relationship with the schools and have their respect and ear. I am also helping you and all groups related to autism through the legislation I am passing into law. What I do is at the state level. We appropriate education funding and pass laws governing schools. We cannot tell R-7 what to do. However, I am working on a future pilot program on autism and special needs for R-7. You wrote in one blog I voted against a bill to help your kids. I have a bill that would help 100% of children with special needs statewide--nearly 140,000--not just up to 10% with autism. Missouri is way behind other states on autism and special needs and we are incorporating best practices and model language from other states and will be progressively incorporating the recommendations of the Blue Ribbon Panel--all 36 hopefully, in time.

The Superintendent assured me that Jeff Grisamore didn't have the district's ear and that the meetings between the district and me had nothing to do with Grisamore.

"Rep grisamore is getting ahead of himself. There have been no follow up discussions about any ideas that may have been mentioned in some setting. Honestly, I do not recall discussing this committee but I may have forgotten. It happens. My invitation to discuss the issues is for you only at this time. You and I can discuss together where all of this goes from there. I hope this clarifies my intention. I do not go into this knowing where we will end up but do feel our dialogue has the potential to make us a better district and help you better understand our challenges. I am really looking forward to our meetings."

As for a committee on autism and special needs in R-7, I have spoken to the Superintendent and Board, which relates to why he spoke to you. If that committee is formed, you will have one voice, although I would like to see D on it too, along with others, such as J. That will be up to R-7. Given your antagonism toward me and them, you are most fortunate you are being considered to be on such a committee. I would encourage you to consider changing your approach for the sake of LSASG's credibility and influence with R-7 and beyond. Your current approach is only isolating and alienating yourself from me and others who are doing much to help children with autism and their families.

You didn’t want to speak to us in front of everyone. But, you did have time to ask Jolie Justus if you could be on the panel. Also, the list for the Autism Commission came out and your name was not on it. I also saw the notes that you were writing about that. It happened when I walked over to address you because you purposely sat several seats away from Debbie and I.

The point many make about her false claims and implications about our personal lives is, what business is it of hers? She appears obsessed like a political stalker. It is disappointing, given I spent multiple hours with her and her Lee's Summit Autism Support Group in 2006 and 2007. Meanwhile, he double talks and chooses to ignore facts when presented to him. I have proven over and over that he has made a false claim and then he would say that I was mistaken or confused. How can you confuse the truth?

Once again he assumes that everyone will believe his double talk and ignore the proof that is in front of them. Saying I am crazy, irrational, antagonistic, combative, and confused will not change that fact that what I have written about him is true. He will try to make you believe so, but I and the God that he claims to serve know the truth

I did not write those comments. They were on the blog that I copied and pasted from. I wrote no comments. He is once again twisted my words and trying to make me look like a crazy woman. I did forward the article. He is accusing me of something that I didn’t so to make you think that I am less than honest.

Claim Number Two

For example, she posted Jackson County property records claiming them as proof I do not have a mortgage and that Bill Kenney paid for our house. He was the builder who owned and sold us the house. In truth, we have two mortgages, the 2nd we incurred to cover expenses after our daughter died.

The following are emails that I have received from Representative Grisamore. If you want to go to Jackson County, MO’s website you can look up anyone’s mortgage. He does not have one. I received each of these emails at different times and I do have a hard copy of them. You can’t have it both ways. First he said that the house was offered to them right after his daughter’s death and a significant portion of the house was gifted through the benevolence of friends, family and a foundation. Then he said that they bought the house before their daughter died and then got a second mortgage following her death. Which is it?

First, you stated, “You don’t have a mortgage on your house. Bill Kenney paid for your house.” I have no idea where you got that assumption. In truth, we have two mortgages on our house. The first from when Bill Kenny sold us the house as a builder/developer and friend and the second we assumed after our daughter died to cover unexpected bills and expenses following her death. Bill did not pay for our house and did not contribute one penny to the purchase contract. He did discount the house from the list price of about $220,000 to just over $200,000 and we do have two mortgages on our home. Please do not perpetuate the false assumption that he paid for our house and we do not have a mortgage.

I will say to answer your questoin of how we live in a $200,000 house with such a low salary, we were offered the house right after our daughter died and a significant portion of the house was gifted through the benevolence of friends, family and a foundation. We do not make $100,000 a year as you claimed and never have. We bought that house in 2003 when my salary was much higher and it is difficult to keep up with our mortgage. We have considered downsizing, but want to honor the generosity of those who helped us with the home by trying to stay in it and it is a bad sellers market anyway

I would also submit that you consider the source and context of the blog in question. For a year-and-a-half, Sherri Tucker has posted false accusations and information based on misunderstanding and misrepresentation. Her bizarre and outlandish postings about me have been consistently misleading, even though she falsely claims they are based on documented facts.



For example, she posted Jackson County property records claiming them as proof I do not have a mortgage and that Bill Kenney paid for our house. He was the builder who owned and sold us the house. In truth, we have two mortgages, the 2nd we incurred to cover expenses after our daughter died.



Concerning our deceased daughter, she wrote "Is is true that your wife is expecting again? Isn't Prader Willi a genetic disorder that is passed on from the father? That is about the only true thing she has said or implied. So, is she wanting to blame me for not giving my daughter everything she needed genetically to live? Most people would find such comments by her disgusting and despicable.



She also maligned my wife and the number of children we have, writing "Is is true that your wife is expecting again? We had a tenth child a year ago. She also implies our children receive free lunches and also tries to imply we are on Medicaid. We are not. We have been privately insured since 2000 after moving back to Missouri with the exception of a nine month window in 2006 after I left a corporate presidency until I was sworn into office.



While our income during that time could have probably qualified us for Medicaid covered health insurance for our children, we did not exercise that option. Our six school age children did receive reduced lunches during that time, but they were not for free. Our income is up since then and we have long since discontinued participation in the reduced lunch program.



She also claimed online that I made $100,000 to over $200,000 a year as a non-profit executive and that the non-profit bought me a boat and car. In truth, my salary ranged in six years as their president from $48,000 to $88,000, plus benefits--the sum of which were under $100,000. The car was company owned--a Kia Optima--that I drove with a 150 mile round trip commute to our headquarters and satellite office in Olathe and Lee's Summit.

As for the boat, it was a 1960s pontoon boat in poor condition that leaked which a donor gave to the non-profit before I arrived in 2000 for a tax write off. I never used it. Mrs. Tucker and other bloggers misunderstood and misrepresented the 990 of the non-profit I served as president pertaining to my compensation, the car, and the boat.

The point many make about her false claims and implications about our personal lives is, what business is it of hers? She appears obsessed like a political stalker. It is disappointing, given I spent multiple hours with her and her Lee's Summit Autism Support Group in 2006 and 2007. I always encouraged them to be peaceful, positive and proactive in their approach, versus negative, antagonistic and combative.



Her false attacks against me, Lee's Summit R-7 Schools, DESE and now my House colleagues contain many commonalities. She consistently misunderstands the facts and misrepresents the truth and timelines. That is why I stopped communicating with her in 2008. Anytime, she would post a false claim and I would write to communicate the truth, she would post my e-mail to her and contend I was lying. Therefore, I do not communicate with her any longer. You cannot have rational conversations in a stream of irrational and false attacks and misrepresentations.



She has also made false and uninformed allegations about my involvement with the Missouri Autism Commission and the Missouri Blue Ribbon Panel on Autism. I enjoy great working relationships with many parents, advocates and providers in the autism and broader disabilities commonalities. She has alienated herself with autism advocates and groups statewide because of her persistently false attacks.



It is sad, because she could be such a positive voice if she would simply acknowledge her errors and work with us and not against us. I have not responded directly or indirectly to her false attacks in a year-and-a-half. We ignore the attacks and continue to work with parents, advocates, providers, the legislature and Governor to transform services for those with individual and developmental disabilities--especially autism--in Missouri.



I regularly respond to parents of children with autism in Lee's Summit and the greater Kansas City region and adults with disabilities and children with autism statewide who need assistance in receiving funding and services. We usually always get positive responses from schools, regional centers, SB 40s, and the Departments of Mental Health, Health and Senior Services, and Social Services.



I'd be more than happy to overlook their attacks and work with them if they would simply bury their hatchets. They could be very positive and effective if they changed their approach and admit they have been mistaken and were willing to work together. I do not expect that and simply keep working for children with autism and their families.



We have strong working relationships with autism and disabilities support groups in Lee's Summit like EFECT and an autism support group led by Jennifer Gray, a Lee's Summit resident who was active with Jennifer Whitty, Kellie Maxwell, Ginger Leutkemeyer and Molly Shad, all autism moms from Lee's Summit, Kansas City, Jefferson City and St. Louis who have assisted us in autism legislation in Jefferson City.



Thanks for your interest and concern and seeking the truth--realizing there is more to the story. When it comes to that blog dedicated against me and--now--my colleagues, you can assume what is posted is not truthful and accurate. Sherri is a partisan blogger against me and my Republican colleagues. As a former pastor and corporate executive, I have seen a lot of slander and false accusation in my nearly 50 years, but none so vociferous as this. Thank you for your consideration.

The Party of No: House GOP denies health care to kids


Budgets are about priorities. And the House GOP just sent a crystal clear message that their priorities don't include health care coverage for kids.... even in a deepening recession... even when largely paid for by the federal government.

Today, the Missouri GOP said "no" to making health insurance more affordable for over 20,000 kids--- with the feds standing ready to pay three quarters of the cost.

That while the GOP House members enjoy full-boat state health insurance coverage for themselves, their spouses and their own kids.
